Edward Moscovitch

Edward Moscovitch, Ph.D. maintains an extensive practice in the fields of regional economics, public policy, and education finance. He has served as the chief budget director for thte state of Massachusetts, as Vice President for Regional Economics for Data Resources, Inc., and as senior economist at the Federal Reserve Bank of Boston

An author and frequent lecturer, Dr. Moscovitch holds a Ph.D. in economics from the Mass. Institute of Technology. His columns appear frequently in the Boston Herald.

Recent policy studies include a study of the long-term economic outlook for Massachusetts, based on interviews with CEOs of 40 high tech companies in the Boston area, an analysis of public sector design practices in Massachusetts, and an analysis of the economic impact of the proposed Ikea New England store in Wellesley, Massachusetts.

Other recent work includes an analysis of the macro-economic impact of a full-scale energy conservation program and assistance to a software startup company in writing its business plan and obtaining equity financing.

As a consultant to the Massachusetts Business Alliance for Education, Ed was the principal author of the initial drafts of the finance portions of the 1993 Massachusetts Education Reform Law; he continues to do extensive consulting in the area of education finance.

Ed has written two books for the Pioneer Institute - Special Education - Good Intentions Gone Awry and Mental Retardation - How Does Massachusetts Compare. A third book - on Workers' Compensation, written jointly with Professor James Chelius - will appear shortly.

At Data Resources, Inc. Dr. Moscovitch was in charge of DRI's regional modeling group. He developed DRI's Regional Information Service, a set of interrelated models predicting the impact of wage rates, energy costs, taxes and education on regional growth patterns.
